Migrant Workers Registration: Latest Updates (State-wise) for Interstate Travel during Lockdown as per MHA directives

The Government of India imposed lockdown across the country from 24th March 2020 onwards. The objective was to curb the spread of Coronavirus, which is considered to be the Master of Epidemics after having claimed a considerable percentage of lives worldwide.

Lockdown 1.0 was slated to last for 3 weeks from 24th March 2020 until 14th April 2020. Though, the Government extended the lockdown period to reduce load on the healthcare authorities. Lockdown 2.0 was announced until 3rd May 2020, though some restrictions in particular areas were relaxed from 20th May 2020 onwards.

As per the latest notification, Lockdown 3.0 will start from 4th May 2020 and last for 2 weeks. Even so, many restrictions will be eased during Lockdown 3.0.
Also, the country has been divided into red, orange and green zones. And the restrictions for the different zones will vary.

As a result of lockdown, many people were unable to travel to their home towns. Migrant workers, students and tourists were stranded due to movement restrictions. The migrant workers were accommodated in shelters. However, the state governments have been taking several measures to help stranded people reach their homes.

Also, the Migrant Workers [State Wise] Pravasi Majdur Scheme has been launched to help those people who are stuck in different cities while ensuring they safely reach their homes.

Both the Central and State Governments are working in unison and have now allowed interstate travel during the lockdown period. The state governments have been instructed to launch their respective portal so people can register themselves for availing safe passage back home.

To travel to your home states and towns, you have to register by filling the Migrant Workers Application Form. Visit the official portal of your respective home state and fill the registration form.

Migrant Workers Registration Process
The different states in India require the stranded persons to complete the online registration process to avail the benefits of the Migrant Workers Scheme. The patrons have to visit the official portals of their home states and comply with the requirements if they wish to travel. Some states have launched the Migrant Workers portal while others will be following suit soon.

Steps to register

  • The first step is to browse the online portal as declared by the respective state government
  • On the home page, click on the link ‘Registration for Migrant Worker Interstate Travel’
  • Enter your contact number when prompted by the system to receive OTP
  • Enter OTP and follow by filling the registration form
  • As part of the registration process, you have to furnish basic details like name, address, among other personal information
  • Follow by uploading the mandatory documents
  • After filling the registration form and uploading the compulsory documents, proceed by submitting your application
  • Maintain a print copy of your application
  • Thereafter, the state authorities will contact you and notify about the exit plan from other states to your home town

As mentioned earlier, migrants have to register on the official portal of their home states. They have to fill the registration form, containing different fields. They must provide all the requisite information correctly.

Also, downloading the Aarogya Setu app is mandatory. Some state governments are issuing directives for downloading the app.

Category
Age
Number of family members
Aadhaar Card number
Your home state

To register, you have to upload a photograph and copy of your Aadhaar Card as well.

MHA Guidelines for Interstate Travel
The various State Governments have been asked to submit the evacuation plan by the Central Government. Also, the Central Government has laid down guidelines for allowing the evacuation of people and interstate movement of people.

As per the MHA advisory, the state governments and union territories are required to appoint nodal authorities for sending and receiving people.

Social distancing has to be maintained throughout the journey.

If people are looking to travel in groups from one place to another, then the state government has to ensure the practice of social distancing norms.

Each person has to be screened before they are permitted to travel.

Buses or trains are the modes of interstate travel.

Sanitization of all vehicles is compulsory.

Upon reaching their homes, the people will undergo health check-ups and have to be quarantined at home or institutions for 14 days.

The MHA advisory states that the migrant worker will undergo a complete health check-up after they reach their home states. Also, they have to be quarantined at home for 14 days. More so, the Government could advise quarantine at the selected centers to some persons if they find the need to do so.
